Dale Hult, PLS, was the founder of All County, had been surveying and providing land use planning for over 34 years when he sold the company in 2022. All County was purchased by Darren Clow, a 3rd Generation builder/developer with 30 years of hands-on experience in the construction and land development industry. Mr. Clow brings a wealth of practical, real-world knowledge to All County. The engineering manager is Ray Moore, PE, PLS. Mr. Moore has been with the firm for over 27 years and has worked on every engineering project produced in that time. Mr. Clow’s knowledge and experience, and the quality long-term staff, make All County the top choice for your surveying, planning, and engineering needs.
All County is a broad-based service organization that has been providing professional civil engineering services to individual, corporate, and municipal clients since 1990. Our office, located in Sandy Oregon, has in-house land surveyors, civil engineers, and land use planners capable of providing preliminary engineering and final engineering design plans and contract documents associated with public and private improvement projects. Every public project we complete starts with a detailed topographic survey showing existing public right-of-ways and existing features such as utilities, curbs, trees, structures, etc.
All County takes pride in the detailed base maps completed by our survey team. We understand the need of accuracy in horizontal and vertical information. Our survey staff use our state-of-the-art GPS and robotic surveying instruments with the latest technology and software. This equipment enables us to obtain coordinates faster and with more accuracy than traditional methods.
These detailed base maps are the start of every project. With these maps, our engineering department can provide accurate engineering construction cost estimates and final engineering plans. Our engineering staff is qualified to complete preliminary engineering designs and reports to help budget potential projects. We can obtain accurate preliminary estimates based on our knowledge of the local area and current contractor pricing. Our staff can attend public hearings and address neighborhood organizations to help obtain public support for future projects.
